gnome-video-effects software package provides Collection of GStreamer effects, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gnome-video-effects
gnome-video-effects is installed in your system.
Make ensure the gnome-video-effects package were installed using the commands given below,
$ sudo dpkg-query -l | grep gnome-video-effects *
You will get with gnome-video-effects package name, version, architecture and description in a table
